This makes it impossible to complete a timesheet integration because there are no hours.

This is a critical feature to sell Project Accounting. Our Project Accounting clients require integration of timesheets from many different applications and we are not able to integrate at this time. We are therefore not able to make Project Accounting sales for most of our project accounting prospects.

This capability is in the modern PRoject Operations. Time entry hours are in the API and external integrations are possible to integrate time entry hours.
