Although I can see this is an old idea, it's still relevant and would be an improvement on the current min/max replenishment strategy which is cumbersome to setup and manage. What many companies want to do is replenish their pick locations up to the maximum stocking limit when inventory falls below a threshold which could be a minimum point setup per location (added onto the Location stocking limits form), or a specified threshold percentage of the maximum location capacity.

For example, when inventory falls below 25% of the capacity, generate replenishment to refill to the maximum.

This option would make setting up min/max replenishment much easier, with many fewer replenishment template lines required.
