You have tracking dimension group with blank receipt, blank issue allowed on batch number

You also have storage dimension group with warehouse management enabled.

When you select the storage dimension group first and then the tracking dimension group on a new released product you get error:

items enabled for advanced warehousing processes can't allow blank issue or blank receipt...

When you select tracking dimension group first and then storage dimension group you do not get the same error.

- first suggestion which is short term is to have consistent behavior with such setup and we should get the error no matter on how we create the product
- long term solution is to allow to have blank issue/receipt allowed on batch number with WHS like it is for serial
