From a WFM perspective, this may create a short visibility gap for RTAs, particularly in situations where inbound calls arrive while there are no agents available in queue. Calls arriving within the refresh window may not immediately appear on the monitoring view, which could potentially cause slight delays in response time monitoring. The standard refresh rate for D365 dashboards is 20 seconds.  We have raised a ticket 2603060040007889 and Product team has confirmed that the behavior is by design
