Ability to Select Show/Hide a Button on a Command Bar on UCI.

Currently, to customize a command bar whether to show or hide a button from, we could only either edit XML data or use Ribbon Workbench to customize it.
By giving the control on UCI to do the same customization, it would enhance users� experience and their work efficiency.
