Add a Y/N setup in MES to default the start quantity

If the "start" function is not used at the production level then, when the operator starts an operation in MES, s/he must enter a quantity in order to get a correct picking list. I propose a new Y/N setup which defaults the quantity, so the operator doesn't have to deal with that quantity.
