The new form load behavior in 2013 is very messy and confuses the users. While I appreciate the concept of loading different areas of the form in a specific sequence I really don't appreciate the way the fields and data is jumping around the form while it is loading. The use tries to select a field only to experience that the field suddenly moves up or down then a new section of the form is loaded. It leaves the user with a very confusing user experience.

I suggest reserving the space on the form for sections that has not been loaded yet. That way the data would not move around as the form is loaded.
