This issue is in the Third party miscellaneous charges functionality that is specific to Russia.
When a purchase order is created and submitted to workflow (without saving the order before the submission) for a service item that has the Charges code specified, an unhandled exception occurs: “Changes to purchase order are only allowed in state Draft when change management is activated“. Please fix this behavior so that the error does not pop-up.
