Scenario: A PSP tries to make their rules as universal as possible & not every merchant provides all the data requested for. When a merchant is unable to send a data attribute, the transaction is getting rejected unnecessarily unless there's a null check in place to bypass the reject rule (e.g., "reject if billing country doesn't equal IP country"). There's a way to implement this null check in DFP today, however it's too complicated and the experience needs to be easier since the current UX doesn't scale if you're a PSP that has a ton of merchants.
