When Database Refreshes occur from PROD to a test environment, all users are disabled. We would like to see the users refreshed into the test environment in the same state of enabled/disabled as PROD.

I don't want this as Test/Dev/UAT is usually a subset of users controlled by a different security group of users - ie not all users. you need to control these other environments manually
There is already a documented process for performing the user refresh from a PROD to TEST environment.. Check this KB article:

The problem is more about the underlying SQL server security than about GP itself.
