MS to build a tools for partner/admin can be test whether existing environment and user defined permission set is compatible to coming upgrade version and advise any thing need to be fix before version upgrade.
*This idea raise it because the latest version V18 upgrade, its impact some of our client user cannot be login to the BC and after permission tune and complete some step then can be fixed the issue.
