The "Legacy Action Bar" toggle is placed at User Settings and there is no way to mass update for all users through Configuration Package. Please enable it for mass update via Configuration Package or move the toggle field elsewhere to allow central control for the purpose of unifying user experience within an organisation/tenant. It will be difficult to support users who use different Action bars within the same organisation.
