Production Work - Grouping based on the license plate

When we RAF three batches B1, B2 and B3, one at a time, on the same license plate from a production order, It creates three different work (FG Pick/Put away work) even though they are on the same license plate.
It would be great if we can scan and process the license plate just once and get the work executed because that reflects the real life situation.

Work policy can be configured to avoid work-creation. What is needed is:

The ability to RAF to same License plate multiple times without creating work.
A process to create the work, when the RAF to the License plate is completed.
Ability to print labels before work is created.

The issue is the same for Purchase order and transfer order receive without work.
