At the Moment there are just two ways to administer Dynamics 365 Business Central environments on behalf of the customer. (without consuming a User license).
One way is via MSFT Partner Center with DAP. But for some reasons, this is not always possible (e.g. customer bought the licenses from another partner or the admin agent rights on MPC allows too much).
The second way is to be the global admin (from customer tenant). So it is possible to invite a guest user and assign the global admin role. But is this really what the customer wants?
There are so many different roles (in Azure AD), like Dynamics 365 administrator or SharePoint administrator etc.
How about creating a new role called Dynamics 365 Business Central Admin or extend the rights for an existing one.
