Provide a toggle on the Balances page for workers to see their balances if all of their pending time off requests were approved. The balances shown when using this option would align with the balances used to validate a new request, and would thus match the "available" balances shown in the Request time off dialog.

Alternatively, this option could be at the HR level, such that HR can configure whether pending requests are included in the balances that workers see.
