At Manufacturing execution > Production order defaults > Quantity validation:

Feedback validation method "Previous operation finished quantity" should be validated up to the planned quantity,

otherwise, any quantity could be reported at the first operation feedback (if no material should be consumed when finish the first operation), and it is also affects when reporting feedback for the next operation, because the feedback validation method set to "Previous operation finished quantity".
