Norwegian Tax Administration have prepared a technical documentation of the format on which they expect to receive the SAF-T file (https://www.skatteetaten.no/en/business-and-organisation/start-and-run/rutiner-regnskap-og-kassasystem/saf-t-financial/documentation/). The reporting became mandatory on request from 01.01.2020.
As long as One voucher is possible to have in Dynamics 365, and several business processes require it based on Norway localization, SAF-T reporting must work without assuming that One voucher is turned off. The customers also expect that it is something that MS should deliver correctly based on Norway localization needs since it is standard for Norway, and that they should not have to go for "own" customization.
As of today, the SAF-T report is wrong for our customers with Norway legal entities using one-voucher. In addition, we discovered that :
- SAF-T(NO) config use Voucher as key instead of RecId
- SAF-T(NO) config 65.91/2 cannot generate a file for some customers or will take long time to generate a file for a company with few postings for the specified interval

Thanks for the feedback.
As consequence now, SAF-T(NO) report have duplicates in GeneralLedgerEntries since it use fail key.
One-Voucher functionality is still available in the solution and it is in regards with Norwegian business need. Therefore, it is important that SAF-T(NO) report correct data since it should be send to Tax Administration.

Thank you for your feedback. We are not considering the suggestion at this time due to the following reason: Solution for SAF-T report for Norway is limited by the structure of the data which must be included into it where RecId is not part of the key.
