There was a KB 5009531 which was supposed to resolve issue 641340:

"Sales agreement allows release orders to exceed sales quantity when Max is enforced is enabled, and bundle items are used."

Instead of resolving the issue, the approach was taken to disallow the use of bundles in Sales Agreements.

This is the complete wrong approach, and in my opinion done because it was the quickest fix, not necessarily the correct one.

The system should be able to make use of the extra quantity fields that were introduced on the sales line as part of the revenue recognition feature to keep track of the quantities already consumed on the sales agreement for the bundle item.

We want to use bundles as an alternative for our kitting process (which we currently have to handle through production orders), but we can't now because this type so called fix.
