Currently Open in Excel and Edit in Excel are only available as a complete package, while Open in Excel should be accessible to all users, at the same time Edit in Excel should not be accessible to all users. But at the moment only both or neither is possible.

To process this idea, we need more information. 
Could you elaborate on what specifically is undesirable for all users to do through Edit in Excel? For example, would you like to prevent some or all users from publishing data back to the Business Central database? If so, why is this problematic if they already have write permission?

To reiterate Peter Frei's comment, it's the difference between a user inadvertently writing bad data to one record and the same user inadvertently writing bad data to thousands of records. You assume all users are as careful and deliberate as programmers and developers. Experience in the real world proves otherwise.

Hi Mike, thank you for your reply. The Open in Excel function is very useful. It happens again and again that users need to export data to Excel for further analysis/use. The Edit in Excel function, on the other hand, can be very dangerous as many users are not always aware that the data is written back to BC. Many users with write permission usually only make changes directly in BC. This can limit/avoid unconscious changes. The massive change possibility through the Edit in Excel function, on the other hand, can be very dangerous for "normal" users. So it would be very helpful if you could enable one function independently of the other for users and not either both or nothing.
