When performing "Full" pallet on mobile device, with Group Pick set to "Yes" and Allow Splitting of Work set to "Yes", system always splits on 1st work line for item location. Only allows qty based on this line (not all grouped lines).

This issue is present in all environments, including a standard Contoso environment.
