In current budget planning periodic process, requirement is to generate budget plans from either existing budget plan scenarios or existing budget register entries. Although the process is technically there, it is assumed that everyone creates a new model every year (an error is produced if you do not). In AX2012, and before the introduction of budget cycles, this was the case; however, most do not create new models every year in the current release.

All functionality in D365 budgeting and reporting, EXCEPT for this process, works with using the same model year over year - it also doesn't require updating financial reports or any outside reports that are using budget model ID's, so has really become best practice for all recent implementations.
