Currently as of version 10.0.39, when configuring location directive for the quality order work type, you are not able to select the 'Consolidate' strategy: Strategy Consolidate cannot be selected if work trans type is set to Quality order

This should be a valid strategy as a common business process may be as follows:

Receive 10 units on a purchase order. Item sampling is such that:

1 unit is directed to inspection area

9 units are put away using purchase location directive.

Once the quality order has passed, the quality order work will direct the 1 unit to a location, but not necessarily the location that the other 9 units were put. Currently in order to conolidate items together, the worker would either have to know where the 9 units were put, or would have to do an item inquiry and override the suggested location.
