When there are multiple approvers in a workflow, requesting changes starts the flow over, which requires all approvers to approve the flow again.

E.g. A manager submits a worker action, this must be approved by their manager and then HR. HR request a change, this sends the form back to the manager who must resubmit and then the managers managers needs to approve once more.

Allowing approvers (this could for instance be selected when starting the flow/or a approvers with a specific security role) to edit would save time.
