since BC25 it's possible to embed resources into apps with resourceFolders

but unfortunately this still does not work in BC28 with "rapidstart" or configuration packages, we're getting this error

'Importing configuration packages is not allowed during upgrade or installation. Importing configuration packages requires multiple threads and sessions which is not supported.'

it would be really great to have configuration packages up and ready when installing an app.
