We have Receiver feedback from our users that they feel that the current modern actionbar feels unpredictable, which causes frustration for users work with.

Most of the time, the action bar is "normal", meaning that all action buttons are visible in plain view. (This is preferable and familiar to our users)

But sometimes it shifts into a list view, and it frustrates users that they cannot easily return that "Action List", back into "Action Bar" mode.

If a user half's the window size, to view 2 windows at once to compare work product, the action bar collapses to a list, but once they expand the window to Fullscreen, it does not return to the "bar mode" again.

Would it be possible to make this more reliable, or add a option for the user to toggle between a action list and bar mode?
