Create a history workflow cleanup

I propose to create a cleanup job for workflow history.

This will allow to better govern the volumetry of the database.

I am coming back to this as it seems there is nothing new.I hope Microsoft can review the idea and move forward with the execution.It is just painful to browse the "workflow history" table.
