We want to be able to create a suite of peronsalizations and workspaces for a group of users but then prevent those users from making any further changes to those peronsalizations and workspaces. D365 currently does not appear to allow this functionality. When de-selecting 'Personlisation allowed' against a specific user (Via system admin > Setup > Personalisation) that user loses all personalisations and workspaces created for them up to that point.

The ability to give users personalizations but not let them alter those personalizations is included in the (preview) Saved views feature. With views, users without personalization rights are able to access the views that have been given to them or published to them. Note that view support does not currently cover all forms; workspace support will be added in the future. 

In reference to the comment below, the "Personalize this form" action is directly tied to a user's ability to personalize. If the user cannot personalize, they will not see that button. The Personalization page allows an administrator to control personalizations rights per user globally and per form.

Sharing workspaces to a group of users is not covered with Saved views at this moment.
This was mentioned in few ideas related to sharing personalization, like this topic.

Is there a separate topic already on sharing workspaces (personalization) to a set of users similar to, or leveraging, the Saved views functionality?

Solution: Allow "Personalise this form" to be hidden via security

"Personalise this form" button in the OPTIONS group on almost every form cannot be hidden or disabled via security or personalisation making it effectively impossible to prevent user from clearing the personalisation applied to any form (assuming personalisation is used). Please add a security privilege to be able to hide/disable access to this button.
