The default feature of the Send Feedback functionality within Performance Journal send's a notification to the feedback giver, feedback receiver and both their managers. This is not optional and is a system default.
It makes the feedback scenario awkward when feedback is being shared with a skip level manager by an employee. Also we have to be aware of cultural sensitivities around transparency while sharing feedback.
The default feature should allow the employee to toggle the option of sharing with Managers (similar to the one you have in My Journal).
