Since there is no Ledger Activity when users unsettle and re-settle transactions, the system allows for Settlements and Reversals of Settlements to be done in any period.

Unfortunately, this does allow for changes to Submodule reporting since users can unsettle transactions and resettle in Periods "On Hold".

Adjust the logic so that module level transactions are also subjected to the Status of the Module Period, so that Submodule Reports are accurate and consistent once the Module is On Hold.
