The budget entry screen doesn't recognize fiscal year settings. My client uses BC. Their FY is from July to June. When they enter the budget they set the date filter to something like 7/1/2021 - 6/30/2022, and view by Quarter, the columns in the Budget Matrix show:

3/2021 / 4/2021 / 1/2022 / 2/2022

My suggestion is the have the budget entry screen correctly reflect the quarters based on the true start of the fiscal year.
