Allow "Empty location with no incoming work" strategy within location directive actions for raw material picking type location directives.

Should allow selection of this location directive action strategy type during raw material picking. Scenario would apply as part of raw material staging for production orders. When picking to specific staging lanes, each represented by a warehouse location, would like the system to select one of the staging lane locations based on which location is empty.

Voted! This would be a valuable feature for replenishing production and provide detailed instruction to the material handler moving the material to the production area.
