Rearrange order of promoted actions

There is a limitation at page customization that it is not possible to rearrange the order of promoted actions.
Because we are often using one PromotionCategory that combines actions from different areas the usability is not quite the best. Thus we want to rearrange the order of the promoted actions through customization.
