The last-minute change, with no advanced notice whatsoever, for the deprecation of the Power Platform CoE Starter Kit needs to be reverted. Whomever decided this completely ignored its usage outside of the Worldwide cloud environment, such as the Sovereign Cloud environments (GCCH, DOD, etc.).
The features and functionality mapping does NOT exist at all in our tenant in GCCH at all. We were almost done deploying the desired kit components when this change was done with no warning. We are now not able to get support for issue due to the parity related issues to get it properly resolved and working. For example, the recommended setup for Audit logs using the Graph API is not an option in the Sovereign cloud at all. Since the Purview API it utilizes has not be deployed in the Sovereign cloud environments and is not currently on the roadmap at all.
Those with tenants in the Sovereign Cloud have to rely on the CoE due to the extreme lack of parity with features and functionality that is available in the commercial environments. This action is a huge disservice to Microsoft's customers who have tenants in non-commercial/public cloud environments, especially since they have to pay a lot more due to no discounts, trails, etc. when it comes to license, pay as you go, etc.
