Add a new File System Module to the System App

For Emails we have the Mail Account Module to for the standardisation of mail dispatch.


A similar module to simplify file access to various services, Azure Blob Storage, Azure File Share or Sharepoint would make it easier for developers to access these different file services with one generic interface.
