The current D365 workflow delegation allows users to delegate to any user in the system. However, most of the company delegation of authority policy only allows users to delegate to whoever has an equal or higher signing limit. Allowing users to delegate to anyone in the system will cause issues of breaching the policy and create audit issues during a financial audit.

We need a new feature to limit delegation to anyone by modules/ legal entities.
