Would like the ability for Sys Admins to initiate a data service refresh/restart for PROD environments via LCS so we don't have to spend the time to enter a ticket to Microsoft and then wait for it to be executed.

Sys Admins can restart the data services in non-PRODUCTION environments via the MR Designer application.
