On [File] tab of Report Viewer, only [Close] is available from the selection.
Therefore, the tab existence does not mean anything because there is only [Close].

The customer requested to change as follows:

1. Instead of [File] tab, please insert [Close] button so that it look natural as interface.
2. Or depending on environment, please enable [File] tab to hide and display.
