Improve the budget control statistics when we change budget cycle being able to see also the data with previos configurations

1.- Imagine we have a budget plan set for budget cycle “A” 2.- We post some budget entries 3.- We change the budget control configuration and now the accounts are set for budget cycle “B” 4.- At this point we only can see the transactions in budget control statistics for budget cycle “B”

We are not considering the suggestion at this time due to the following reason:

Keeping track of all possible changes and applying in a smart way would be challenging and this isn't feedback we have heard from other customers.
