We looked at making a change to support direct submission of the electronic tax document in XML format to the Elster Online-Portal a few months ago and, unfortunately, current model of integration with Elster Online-Portal cannot be supported.

Starting January 1, 2019, the ELSTER Rich Client (ERiC) interface must be used to transfer data for sales tax returns (*).

At the same time, if a company is registered in Germany, users can sign in to the Bundeszentralamt für Steuern (BZSt) Online-Portal (BOP), go to the Forms section, and submit the VAT declaration via the web interface (Mein ELSTER) or by using ElsterFormular.
 

(*) The ERiC interface that ELSTER provides is a non-open source third-party external component. For security and legal reasons, it can’t be integrated into the Microsoft Dynamics application.

The Developers area of the ELSTER website provides examples that show how developers can interact with ERiC for the submission of VAT declarations. Examples are provided for C++, C#, and Java. To access this area of the website, you must be registered as a developer.

Closing at this time since we are unlikely to support in the near-term before changes in the model of integration of Elster Online-Portal.
