Current limitation:- Budget distribution works only at one level
Regardless of budget organization hierarchy the budget plans distribution is based on the departments, for some reason the distribution process ignores the cost center (Program).

Required functionality:
In higher education most of the client budget planning process works up to two levels:-
1. First Level: Department
2. Second Level: Cost Centre (Program) level
Would like to add functionality in budget planning to distribute budget plans via budget organization hierarchy to Department and Cost Centre (Program) levels
