I suggest to MSD developers to incorporate an attachment option within the user creation page within a workflow for a user-friendly process.

The current system configuration does not allow inserting an attachment on the request creation screen for all/whatever type of request workflow. Instead, a user has to select a request from the list of requests, click on the attachment icon, attach their document, and only then they are able to submit the workflow.
