When the Actual costs exceed the Total forecast, the system should not change the Total forecast, in order to calculate the Percentage of completion correctly.
The Percentage should be calculated until it reaches 100% however, the amount of the Total forecast should not be changed by the system.

I think this is slightly misworded, as the system does not "change the total forecast". The amount seen in the total column of the estimate matches the accumulated column when the cost overruns the forecasted amount for that transaction type, but the system does not make any changes to the forecast records or add/remove them. I do agree though that there needs to at least be an option to allow the cost to complete to go negative so that we are truly comparing the "total forecast" of the project across all transaction types to the total cost.
