Currently, the standard workflow with approver chain are not working as expected for "Bank Account" & "Employee" account type. The workflow will automatically approved and it would not follow the existed approval chain setup.
Please consider to either improve this or provide possible workaround when we wish to have 2-level approver for such account type in approval chain.
