Budget - Add CY Balance and Previous year balance to matrix screen

Having these balances on screen and available make it allot easier to determine the new budget figures.
It would also be a good idea to have the ability to split this balance across a number of selected periods
eg . account LY balance was £12 000 user choose to split this through the first 6 periods the system then allocates £2000 to each of the first budget periods
