Running the offline installer package successfully without any errors, however, when running the sync to offline Database, even though offline functionality is enabled you got an error saying that offline functionality was not supported.

When the installer package went down through the automated process, there is a config file that’s sitting in the client broker folder that contains the string for the offline connection URL to the localhost SQL express install database and that was getting cleared out.

The installer cannot be run as a system user it had to be run as a local admin on the machine and that fixed the issue. The downside is the admin credentials sitting in plain text to do it.
