Microsoft will bring Dynamics 365 for Finance and Operations, Enterprise edition to on-premises, with option to turn on or off the data synchronization for Embedded power bi which means data will be in some how stored in Azure. The main reason why companies require on-premises is to keep its data in-house. By limiting Embedded power bi to this option only, Microsoft is disadvantage its product. From customer perspective, why to buy incomplete product. Microsoft should make some solutions available as SSAS.

Thank you for the suggestion. We have enabled Entity store in on-premises deployments so that you have access to reporting datasets. You have the option of using data in Entity store with PowerBI.com along with the data gateway.
