When new resource group membership records are created and the old membership becomes expired, the jobs with deviation calculation doesn't work correctly. Issue was submitted to Microsoft and the response was the calculation by design was not excluding the expired resource group membership records increasing the deviation percentage. A cleanup script must be run behind the scenes to removed the expired membership and this is not viable to run in a live environment.
