I have seen this implemented in a previous implementation. I do believe that this functionality should be added on top of the current delegation meaning the system administrator doesn’t delegate manually (based on user or legal entity). The batch job should auto delegate work items based on their delegation. Basically a revision of open work items.

In additional to the change a reversal was added. This reversal was a batch job which checked if the delegation has ended. When the delegation had expired the work item was reassigned to the owner. This modification didn’t reverse a delegation on a delegation. Although this was preferred, it was omitted due to technical implications.
