Any customers need assign users (without CRM licenses) only for reference for Opportunities, Activities, Cases, etc.

Currently, this works only scenario when a licensed user is created and then removed it, leaving inactive user in CRM, but with the possibility to assign records.

The maintenance of this scheme is very tedious and ought to be any way to make the most optimal process for the customer. Not counting that as you can not have an unlimited number of licenses available to make this process only done with 1 single license free, which makes the maintenance of this more extensive scheme.
