Variation in the Count of licenses in license count report for a role and count of licenses for a role at permission level

There is Variation in the Count of licenses in license count report required for a role (System administration > Inquiries > License > User license counts) and count of licenses for a role at permission level (System administration > Security > Security configuration >role> View Permission).

This is causing confusion among the users.
